I keep getting confused and using a larger needle on the cuff, when I guess it ought to be smaller.

red & white worsted weight wool-ease
On #5 in stockinette 50 st/yd; 7-row/6-stitch per inch
9,700 stitches (194 yds)red & 1,600 stitches (32 yds) white
with red (cranberry, #138) CO 49 on #6 dpns
knit 1st & last together, work in k2p2 ribbing 12 rounds (2")
k 1 round, switch to #5 dpns
k36 rds (5 1/4")
divide for heel work heel on 24 sts, k to end of n1
join white (wheat, #??), purl across n1 & 3, turn
then
row 1: *sl 1 p-wise, k1, repeat across row, turn
row 2: sl 1 p-wise, purl across row, turn
row 3: sl 1 p-wise, k1, *k1, sl 1 p-wise, repeat across row ending k2, turn
row 4: sl 1 p-wise, purl across row, turn
repeat these four rows five times, ending ready to work row 1
turn heel:
k13, k2tog, k1, wrap 1, turn
p4, p2tog, p1, wrap 1, turn
k5, k2tog, k1, wrap 1, turn
p6, p2tog, p1, wrap 1, turn
k7, k2tog, k1, wrap 1, turn
p8, p2tog, p1, wrap 1, turn
k9, k2tog, k1, wrap 1, turn
p10, p2tog, p1, wrap 1, turn
k11, k2tog, k1, wrap 1, turn (all sts used now)

knit across.
Now there are 14 heel sts, 24 instep sts.
Using a crochet hook, and beginning at the red yarn left where the heel and instep join (between n1 & n2), pick up 13 sts. Now the crochet hook has 13 sts ready to be worked, and both the red & white yarn is at center heel, ready to work those sts.
With red, knit the 13 gusset sts, the 24 instep sts; pick up & knit 13 gusset sts on the other side. Divide the heel stitches onto the gusset needles, 20 - 24 - 20
Work on round plain, weaving in the white yarn while working the 7 heel sts on n1. Pull the white yarn snug & cut.
Decrease the gusset stitches every 2nd row, by doing k2tog on the first two of the last three stitches on needle 1, and an ssk on the 2nd & 3rd stitch of needle 3. Decrease to 10 - 24 - 10
AT THE SAME TIME you decrease gusset sts, begin 2 - 1 ribbing on the sole:
begin n1 (k1 p1 k2 p1 k2 p1) then knit to end, end n3 (p1 k2 p1 k2 p1 k1) after knitting the first stitches.
Continue the 2 - 1 ribbing to the end of the red yarn, where you join the white for the toe. On round 22 drop the two outside purls, leaving (k1 p1 k2 p1) on n1 and (p1 k2 p1 k1) on n3.
Work 51 rounds(10" from back of heel) in red, then change to white; knit 3 rds plain, weaving in white tail in 2nd rd.
If stitches are not 11 - 22 - 11 redistribute them so they are.
beginning with rd 4:
n1: work to last 3 sts, k2tog, k1
n2: k1, ssk, work to last 3 sts, k2tog, k1
n3: k1, ssk, knit to end
rd 5: knit all stitches
repeat these two rows till needles are 7 - 14 - 7
then decrease every row (instead of every two rows), till needles are 3 - 6 - 3, knit to end of n1, then kitchener stitch n1 & n3 to n2.
